Schon lange hat die Türkei angekündigt, die kurdischen Selbstverteidigungskräfte (YPG/YPJ) in Nordsyrien / Rojava angreifen zu wollen. Und eben solange trifft die Türkei Vorkehrungen für einen solchen Angriff.

Die Türkei betrachtet die kurdischen Selbsverteidigungskräften, die als Ableger der türkischen PKK gelten, als Terrorgruppe. Die PKK steht zwar auf der Terrorliste der USA und der EU. Allerdings ist diese Einordnung umstritten. Das Brüsseler Appelationsgericht hat am 14. September 2017 entschieden, dass die PKK nach internationalem Recht nicht als Terrororganisationen einzustufen ist (vgl. dazu: Brüsseler Berufungsgericht: PKK ist keine Terrororganisation). Und die USA haben mit den kurdischen Selbstverteidigungskräften in Nordsyrien militärisch eng kooperiert im Kampf gegen den IS und haben sie zugleich militärisch ausgerüstet. Deshalb hat die USA bisher versucht, die Türkei von einem Angriff auf die Kurden in Nordsyrien abzuhalten. Offenbar aber vergeblich.

Nun greift also ein Nato-Partner den engsten Verbündeten eines anderen Nato-Partners im Kampf gegen den IS an. Ein Partner, der zu den wenigen verlässlichen demokratischen Kräften im Mittleren Osten zählt.

Gleichzeitig sieht es so aus, dass der Angriff der Türkei auf die Kurden in Nordsyrien mit Billigung der Bundesregierung geschieht. Kürzlich hat der türkische Außenminister den deutschen Noch-Außenminister Sigmar Gabriel in seiner Heimatstadt Goslar besucht. Dieses Treffen gilt als Zeichen der Wiederannäherung zwischen Deutschland und der Türkei, nachdem die Beziehungen nach dem Quasi-Putsch in der Türkei im Sommer 2016 abgekühlt waren. Da der deutsche Noch-Außenminister der Türkei Waffengeschäfte zugesagt hat, darf man wohl annehmen, dass auch über den jetzt begonnen Angriff auf die kurdische Stadt Afrin gesprochen wurde. Zu einer Verurteilung des Angriffs, der offenbar auch Opfer in der Zivilbevölkerung kostet, ist es bisher aus Berlin nicht gekommen. Immerhin ist der Angriff als solcher ein Bruch internationalen Rechts. Und wenn zivile Ziele bewusst angegriffen werden, dann handelt es sich dabei nach internationalem Recht um ein Kriegsverbrechen. Im übrigen werden hier gerade neue Fluchtursachen produziert – trotz aller politischen Beteuerungen, dass man die bekämpfen wolle.

Möglicherweise kommt im Gegenzug zu dieser stillschweigenden Billigung des türkischen Waffengangs der seit über einem Jahr inhaftierte deutsche Journalist Deniz Yücel frei. Das wäre dann allerdings ein politisch-diplomatisches Desaster, wenn die Bundesrepublik nicht zu mehr in der Lage gewesen sein sollte, Deniz Yücel nur um den Preis freizubekommen, dass die Kurden in Nordsyrien von der Türkei militärisch unterworfen werden.

Offensichtlich kalkuliert die Bundesregierung damit, eine denkbare Freilassung von Deniz Yücel im Gegenzug zum Schweigen zur Invasion in Nordsyrien in Deutschland als innenpolitischen Erfolg verkaufen zu können. Welche langfristigen Folgen dieses Schweigen im Mittleren Osten haben dürfte, interessiert heute offenbar in Berlin niemanden.

Selbstverständlich muss Deniz Yücel frei kommen. Man kann aber von der Berliner Regierung erwarten, dass sie über soviel politische Erfahrung und soviel politischen Instinkt verfügt, die Freilassung von Deniz Yücel auf anderem Wege zu erreichen als durch billigende Inkaufnahme eines weiteren Krieges im Mittleren Osten.

Nötig ist ein Exportverbot von Waffen an die Türkei und diplomatische Initiativen sowohl von der EU – insbesondere seitens der Hohen Vertreterin der EU für Außen- und Sicherheitspolitik Federica Mogherini – als auch von EU-Mitgliedsstaaten wie Frankreich und Deutschland, um die Türkei zum Stopp ihres Angriffs auf Rojava zu bringen und auf eine Wiederaufnahme der politischen Lösung des türkisch-kurdischen Konflikts zu drängen.

Angesichts der aktuellen dramatischen Lage in Nordsyrien hat der Kurdistan National Congress (KNK) gestern einen Aufruf an die international Gemeinschaft veröffentlicht. In diesem Aufruf verweist der KNK auf die Rolle der Kurden im Kampf gegen den IS und auf die stablisierende Bedeutung der kurdischen Selbstverwaltung in Nordsyrien / Rojava, die zu den ruhigsten und stabilsten Regionen Syriens gehört und die vielen Menschen aus anderen destabilisierten Regionen Syriens Schutz bietet.

Stop Turkey`s war on the Kurds and #DefendAfrin

The seven year long internal conflict in Syria turned into an international war, which resulted in the killings of hundreds of thousands of people and the displacement of millions, was almost nearing an end. The Turkish government under the leadership of Recep Tayyip Erdogan, together with Al Qaeda (Heyet Tahrir El Şam), ISIS and with other Salafist groups are now preparing a military operation to attack Afrin, a Kurdish city (canton) in Northern Syria. This will mean a new bloody conflict that would drag the region into a renewed catastrophe, inflicting hunger, killing more children, displacing the local population and another international humanitarian crisis. Under international law this action is defined as an “operation for invasion”.

İn 2017, Raqqa, the capital city of so-called ISIS, was liberated by an international coalition that included the SDF (made up of Kurdish and Arabic forces). This was the start of the end of ISIS. This new situation of ending the horrific war raging through Syria, finally led to a political dialogue for a possible solution for peace in the region. Any Turkish military attacks on the Kurdish city of Afrin will only initiate the start of yet another bloody conflict.

The safest and the most stable areas of Syria, are those regions that are now under the administrations of Kurds and their allies. One of these cantons is Afrin. Afrin became a safe haven from the beginning of this war, freed from any conflict and war.

Neither Afrin Canton, nor the other northern Syrian Kurdish regions, have ever attacked or threatened to attack Turkey. İn fact, Turkey has constantly threatened and attacked the villages and localities several times in recent years. The legal definition of Turkey’s actions, in the international law, is defined as “attacking a sovereign country”, invasion of their land and unprovoked assault on their civilians. This act is an example of Turkey’s long enmity towards the Kurdish community.

Our call and demands to the international community:

• Afrin has been one of the most stable and secure regions in Syria over the past five years. With this in mind, the city has taken in as much as its original population in IDPs. The UN and the International Coalition must ensure the continuation of Afrin’s stability and security. Afrin must be protected against external attacks.

• Afrin is not a threat to Turkey and has not attacked anyone. The Turkish state is attacking Afrin because it is against the Kurds and Kurdish gains. This reality must not be neglected and the Turkish state’s attacks must be prevented.

• Russia, who is responsible for Afrin’s air space, must not be a spectator to Turkey’s attacks and must prevent any such show of aggression.

• The attacks of the Turkish state against Afrin, Rojava and north Syria as a whole is beneficial for ISIS and other Salafist groups. The International Coalition Against ISIS must take precautions against this and must prevent the Turkish army’s attacks.

• The Turkish state is an occupying force in Syria. The international community must not be a spectator to this situation and the Turkish army must be made to leave Syrian soil.

STOP TURKEY`S WAR ON THE KURDS

Turkey air strikes hit Afrin, a Kurdish city in Northern Syria, killing and wounding several civilians

Not only the Kurds even Christians, Arabs and all the other entities in Afrin are under a heavy attack by Turkey

Turkey`s aggression against peopels in Afrin is a blatant crime against humanity; no different than the crimes committed by ISIS.

Initiating a military attack on a country that has not attacked you is a war crime.

Turkish jets targeted 100 points including civilian areas in Afrin. At least 6 civilians were killed and 1 YPG (People’s Defence Units) and 2 YPJ (Woman’s Defence Units) fighters have been martyred in Saturday’s Turkish attacks. Also several civilian were wounded as a result of the attack.

The invading Turkish army carried out air strikes on Afrin with the approval of Russia at around 16:00 Saturday afternoon. The attacks by 72 fighter jets targeted Afrin centre, Cindirêsê, Reco, Shera, Shêrawa and Mabeta districts and the refugee camp Rubar. The camp Rubar inhabits more than 20.000 refugees from Syria. The occupying Turkish army and its terrorists, after failed to enter Afrin by attacking on the ground, tried to scare people of Afrin and displace them to Free Syrian Army/Turkish held areas.

• We call all democratic forces and public opinion to show solidarity with the Kurds and all other entities in Afrin, to protest and condemn Turkey’s genocidal invasion.

• We call on the United Nations, the international community and global anti-ISIS coalition to take action in order for these attacks to stop immediately. These attacks target hundreds of thousands of people in Afrin.

• We call on the United Nations Security Council to take action as soon as possible to form secure zones in Northern Syria or East of the Euphrates River and the Western areas. This will bring a solution to the Syrian crisis within the framework of international legitimacy.

• The silence of the international community in the face of these attacks will legitimise the violation of human- and fundamental rights.
